The New York State Teachers' Retirement System (NYSTRS) was established in 1920 (chapter 503) by the Legislature. In 1947 (chapter 820), the laws creating the system and enumerating the powers of its board of trustees were re-codified as Article 11 of the Education Law. Jean M. Besser graduated from Hornell High School in 1938 and the State Teachers College at Geneseo with a bachelor's degree in elementary education in 1943. She served as art supervisor at the Holcomb School from 1950 until 1981 and served on the board of the Geneseo Alumni Association. She received the Geneseo Alumni Association Distinguished Service Award in 1988 and was the recipient of the Society of Old Main Award in 1993. Jean Besser died in 2000.
